As there are 3 apportionments, the fixed charges will be at 33% (1 charge divided 3 plates)

The Church is only rates for services: 

The Hall is only rated for services (in this case, there are no services, so no charges apply):

The Residence is fully rateable- and fixed charges are t 1/3 (0.33) other than water, wastewater and wheelie bins.
