The most significant change to the policy is that it would expand beyond community leases to include commercial leases as well. For clarity, a lease usually grants a tenant exclusive rights to occupy the property, where a license does not grant exclusive rights to occupy the property or facility.

This policy only affects new leases, so clubs with long term leases will not be affected until lease turnover. Eg some clubs have leases going out 10 – 15 years
